Balancing Unique Governors is quite tricky, but I did test it ingame and I didn't feel it super OP, of course tweaks can be made over time. I just wanted a personal take at making a unique leader for the Aztecs. Aside from this the Eagle Warrior has been moved further into the tech tree because I found it annoying that the Aztec unique unit unlocks at the start of the game in the Ancient Era. As a result of this the Tlachtli was moved to Montezuma, alongside some changes for it as well. The idea was to provide a more interesting gameplay for the Aztecs. The intention for the rework was to showcase the importance of Tlacaelel for all potential Aztec leaders, as well as adding Floating Gardens (Chinampas) as the base infraestructure.
